Cofelia
Matron Cofelia of the Five-Straighten Classabindi Nursery Fleet. Intergalactic Class. undercover on earth under the name Miss Foster was an alien "super nanny" in the early 21st century. She had her own sonic device known as the Sonic pen.
Matron Cofelia was hired by the Adipose First Family. She produced a drug on earth illegaly and started Adipose industries. This was illegal because the Earth was classed as a level 5 planet. She activated her drug using the power of the molecules in the human bodies that were supposedly to make the people lose weight.
After the Adipose young came out of the human flesh she was stopped from killing all the humans instead they all survived the birth method. There was supposed to be one million Adipose young but The Doctor stopped the March of the Adipose from completing and only ten thousand young were born.
Matron Cofelia was beamed onto the Adipose mother ship along with the Adipose young but because she birthed them illegally the beam switched off and she fell to her death. (DW: Partners in Crime)
