Scientist Shan was a member of the Scientific Elite. She wrote a paper suggesting the Kaled race would need to be re-engineered to survive a post-war Skaro, which she called "The Dalek Solution." (BFA: Davros)
Shan supported Davros's experiments at first, but came to be horrified and objected to them. Davros had her arrested and executed as a traitor. The same happened to Councillor Valron. (BFA: Davros, BFD: Corruption)
