Scene-of-crime officer (Everything Changes)

In 2007, a Scene Of Crime Officer was at the scene of the murder of John Tucker, and was cleared out of the way of Torchwood Three. He briefly told Gwen Cooper about Torchwood and was given her coffee. (TW: Everything Changes)
