The Elth of Balhoon is the Moxx of Balhoon's brother. He decide to kidnap all of the people who were on Platform One. The Doctor and Rose Tyler discovered his plan and rescued all of the prisoners. Elth belived that the visitors hadn't tried to help the Moxx when he melted. The Doctor convinced the Elth that they had done all then can.
