A temporal shift is a form of transport that is used to move beings across time. Temporal shifts are normally used in emergency cases but by using a temporal shift the traveller's power cells are greatly reduced.

The Cult of Skaro escaped the Battle of Canary Wharf in 2007 through an emergency temporal shift and arrived in New York City in 1930. (DW: Doomsday/Daleks in Manhattan) Likewise, Caan used an emergency temporal shift to escape from New York after the Doctor foiled the plans of the Cult of Skaro and led to the rebellion of the Human-Daleks. (DW: Evolution of the Daleks)

This could mean that a temporal shift is capable of transporting a person at least 77 years either backwards or forwards through time.
