According to the Second Doctor, the normal range of human blinking was about once every ten or fifteen seconds. The Weeping Angels, which were quantum-locked when observed, were fast enough to move during the brief period of non-observation provided by blinking. The Tenth Doctor warned Sally Sparrow and Larry Nightingale not to blink when facing the Angels. Jackson Lake, who believed himself to be the Doctor, noted that the Tenth Doctor did not blink when he spoke of Cybermen from the stars.
