Li Zhao was Chancellor of the Zhongguo Alliance in the 2220s.

The leader of the last power bloc to stand against the Bruce Master, Li Zhao was pressured to supply Drake Interplanetary with far more promethium than she was happy to. The Master planned to withhold payment and forcibly take over the Alliance from her once she was near bankruptcy. (AUDIO: Prey)
Identified by the Dalek Litigator as one of the ten most powerful people on Earth, Li Zhao was taken captive by the Daleks and transported to the government building in London City. She told them that Earth had nothing to offer them, which Magnus Drake refuted, and then agreed to assist them by talking with her subordinates.
