Before the Presidents[[edit] | [edit source]]
- Pythian Order
- Urizen, who held the titles of "Lord President", "Regnant Imperator", "King of Time", "Anchorer of The Mutability of History", and Emperor. Also known, especially after the Qqaba incident and during the Eternal War, as Rassilon. Occasionally known as Omega after the Qqaba incident (see: K9 and the Time Trap [+]Loading...["K9 and the Time Trap (short story)"]) but mainly known as that before the Qqaba incident.
- The Supreme Council was initially set up in the immediate aftermath of the Coup against Urizen.

- Pandak the Original
- 402 unnamed presidents
- The 403rd President, immediatley succeeding Morbius
- Morbius, who held the titles: the Imperator, Emperor, General, and Regnant Imperator. The first eight incarnations of Morbius lived through the Morbius crisis. The 404th President
- 405th President, Pandad IV, the "last anonymous figurehead".
The Presidency enters dispute and decline[[edit] | [edit source]]
- Despite the Fourth Doctor being elected Lord President (The Deadly Assasin [+]Loading...["The Deadly Assasin (TV story)"]), Greyjan the Sane is awarded the 406th Presideny due to the Doctor abandoning Gallifrey. However, Gryejan prompty commits suicide after seeing a ludicrous identity of the Enemy. (Crimes Against History [+]Loading...["Crimes Against History (short story)"])
- No formal President is reelected, likely due to the fact the previous attempt to elect one in stead of the "rightful" Doctor resulted in suicide, and instead Borusa rules as head of the Supreme Council, temporarily replacing the High Council in a time of presidential crisis. He also has the title of "Acting Presindent"
- The Fourth Doctor arrives back on Gallifrey and claims the Presidency (The Invasion of Time [+]Loading...["The Invasion of Time (TV story)"]), officially becoming the 407th President. If one is to argue that Greyjan "didn't count" and that the Fourth Doctor was in actuality the 406th, well, that just adds to the whole "presidency in dispute" thing.
- At some point after the Sontaran invasion of Gallifrey and before the Second Omega Crisis, Borusa was crowned Lord President, becoming the 408th President. How this crowning was legal is not clear, and so it could be argued the Doctor is still the legal President.
- After the Fifth Doctor returns to Gallifrey and defeats the mad Borusa, he is awarded the 409th Presidency, but immediately leaves and declares Flavia to be the Acting President. (The Five Doctors [+]Loading...["The Five Doctors (TV story)"])
- For a short while, the Sixth Doctor acted as President, remembered as "the President Kodachrome".
- However, later the Inquisitor informed him he'd been stripped of his presidentiality (The Mysterious Planet [+]Loading...["The Mysterious Planet (TV story)"]). Presumably Flavia succeeded to genuine Presidency, just like Borusa had when he had been Acting President. She would then be the 410th President.
- Romana II is elected Lady President (Happy Endings (novel [+]Loading...["Happy Endings (novel"] et al.) although at various points during her reign there are alternative Presidents, sometimes refered to as Acting (The Apocalypse Element [+]Loading...["The Apocalypse Element (audio story)"] et al.) and sometimes not (The Sirens of Time [+]Loading...["The Sirens of Time (audio story)"] et al.). She is hence the 411th President. (Crimes Against History [+]Loading...["Crimes Against History (short story)"])
Final Pre-War variable Presidents[[edit] | [edit source]]
- In the Big Finish Gallifrey series, Romana is temporarily replaced by Pandora, Valyes, Irving Braxiatel, and Matthias, before returning to being the Lady President in Ascension [+]Loading...["Ascension (audio story)"]). I theorise this is one of the Nine Gallifreys, and is dinstcint from Romana III's Gallifrey.
- * Livia finally succeeds Romana, shortly before the Time War is officially declare.
- On Romana III's Gallifrey, Romana regenerates into the "War Queen and Mistress of the Nine Gallifreys". In one timeline, Gallifrey is swiftly retro-destroyed, whilst in another she continues to reign.
- On The War King's Homeworld, Romana is recorded as having been "moved to a cloneworld" a while before the War, and replaced with an unnamed President, who would logically be the 412th. Umbaste succeeds this President, becoming the 413th. The Master eventually accepted the Homeworld's pleas for him to lead them, and announced himself "the War King". Notably, however, he rejected all regalia of the Presidency, meaning that he is not to be considered the 414th President.
In times of War[[edit] | [edit source]]
- On the "Big Finish Gallifrey", Livia is succeeded by Valerian and then Rassilon.
- On the War King's Homeworld, Lolita succeeds the War King by devouring him.
- On some other Gallifrey, Rassilon is brought forward in time from the Eternal War and rules Gallifrey. (This is a theory User:Scrooge MacDuck told me of).
