The Commander was the leader of the Chancellery Guard.

The Commander was in charge of the Chancellery Guard during the final days of Borusa's presidency. (TV: The Five Doctors [+]Loading...["The Five Doctors (TV story)"]) He was an accomplice to Borusa's plans to gain immortality from Rassilon. (PROSE: The Five Doctors [+]Loading...["The Five Doctors (novelisation)"])
Borusa had the Commander bring the Black Scrolls of Rassilon before the Inner Council and claim before the Inner Council that it had been found hidden in the Castellan's rooms, framing him as the one responsible for the reactivation of the Death Zone. The Commander then arrested the Castellan and, claiming that he was attempting to escape, shot him before he could be subjected to the mind probe.
Flavia questioned the Commander (TV: The Five Doctors [+]Loading...["The Five Doctors (TV story)"]) and deduced that he was keeping a secret. Eventually, he confessed his role in the conspiracy and exposed Borusa. (PROSE: The Five Doctors [+]Loading...["The Five Doctors (novelisation)"])
