Professor Joseph Watkins (PROSE: Designer Death) was a scientist, and the uncle of Isobel Watkins.

After inventing the Cerebration Mentor, Watkins was kidnapped by Tobias Vaughn, who forced him to develop it for use as a weapon against the Cybermen. He was later rescued by UNIT.
Watkins was at least an acquaintance of Professor Edward Travers and his daughter Anne, as they let out their London home to him while they were away in America. Isobel also moved in after she was evicted from her photographic studio.
Watkins had learned much about the Second Doctor and the TARDIS from Travers and Anne, and when he finally met the Doctor, his foreknowledge caught the Time Lord by surprise. (TV: The Invasion)
