Jim Andrews was the head of security at Heathrow Airport. In 1982, he found the Fifth Doctor and his TARDIS in the terminal and demanded an explanation for their presence. The Doctor told him to check with Sir John Sudbury of UNIT Department C19. (TV: Time-Flight)
