Article 20 was a Gallifreyan law from the Constitution of the Time Lords. After a vote of no confidence in a president of Gallifrey succeeded, and a president was deposed. The president was not allowed to contest the resulting presidential election in their current incarnation.
After the Gallifreyan Civil War, Romana II indited this piece of law to pronounce her own next incarnation as part of the election Delox called. (AUDIO: Appropriation)
