The Azure Guardian was one of the Accord. He was the Guardian of the Quantum Realm, (PROSE: An Ordinary Man [+]Loading...["An Ordinary Man (novel)"]) one of the Six-Fold Gods of the Six-Fold-Realm and a Guardian of Time that represented Equilibrium (PROSE: The Quantum Archangel [+]Loading...["The Quantum Archangel (novel)"]) and balance. The idea, echoed in Divided Loyalties, that there were more than two Guardians of Time, that they should be counted among the Great Old Ones, and that they originated as the "upper echelons" of the earlier race of Time Lords who ruled the previous universe, was based on a cosmology outlined by Craig Hinton. Notes explaining his view of the matter were written as part of the preparatory work for The Quantum Archangel, and later printed in the charity anthology Shelf Life. Therein, Hinton explained that in his theory:
The High Council of the Old Time Lords were all linked to the Matrix when the universe ended. They became the Guardians – sentient life forms that acted as the vessels or conduits through which the fundamental essence of the Universe could act.
Therein, the Azure Guardian is accounted for as the Castellan (with the Black Guardian having been the President and the White Guardian his Chancellor). Hinton's concept of the Azure Guardian was as a dual being:
The Guardians of Balance in Time, the Guardians of Equilibrium, They Who Walk Both Paths.
