Users cannot see it by default. In order to see it on pages where it has been placed, users must click an option in Special:Preferences.
In general, categories should not be hidden. However, in the case of categories which are created solely for use with advanced coding functions like DPL or SMW, then it can be useful to hide them.

In the early days of this wiki, Wikipedia forking was widely practised. That is, text was copied directly from Wikipedia in order to have some content on pages. As time went by, editors gradually adapted the text. In most cases, it's no longer possible to really see the commonality between the Wikipedia and Tardis versions of two articles, which makes the need for a visible template pointing back to Wikipedia unclear. In fact, Wikipedia's reuse guidelines don't actually require visible links at all.
As a community, we've moved on quite a bit from the early days. T:WIKIPEDIA makes clear that we don't allow Wikipedia forking anymore.
This category exists to further reduce the visible links between Tardis and Wikipedia. It provides a link between articles that were marked, as of 22 October 2011, as having originated on Wikipedia. Thus, it replaces the link that would have been formed by the placement of the old Wikipedia template. The category is hidden so that it can be seen only by those who choose to enable hidden categories.
This category acts as partial attribution under the terms of wikipedia:wikipedia:Reusing Wikipedia content#Re-use of text under Creative Commons Attribute Share-Alike. Readers are hereby informed that if they wish to see the original articles on which any of the below articles were based, they should go to http://en.wikipedia.org, search for the article name, and click on the closest match for that name.
An attempt was made to give clickable links to the Wikipedia page histories within our own page histories, but it was deemed impractical.
