The Chair of the UNIT Oversight Committee was a public servant charged with looking over all UNIT operations.
Millington acted in the role until he was made to retire in 1987. He was permitted to appoint his successor and was killed by Prentis when he told him that he would never select him as the next chair. (TV: Survivors of the Flux)
