Code 23 was the lockdown procedure for the Cheviot Hills site of the Vault. In march 2011, after it was discovered Cyberon had escaped from its container, director Vanessa Hardcastle activated Code 23, which head scientist Miles Werbiansky told the security guard Donovan over the radio; but as Donovan had been compromised by the Cyberon, he never went through with the lockdown.
