The Cyber-Ideal was the term used by the Cybermen of the Cyber-Mainframe to refer to their ultimate mission objective: the complete upgrade of the multiverse. As a result of the Cyber-Ideal being more important than any other objective to them, the Cybermen ensured that any and all actions that they took in their conquests across the multiverse would ultimately serve to fulfil the Cyber-Ideal in some manner.

During the Cyber-Mainframe's invasion of the N-Space Earth's Fortress Island in the 2010s, the Cyber-Controller of Hive Section 49 described the virtually-converted Petronella Osgood as being "slaved to the Cyber-Ideal", after she received a cranial upgrade. Later on, Osgood convinced the Cyber-Controller to not break her arm when it requested Osgood to explain how a Cyberman and mobile conversion unit three were destroyed during the invasion, as she claimed that doing so would prevent her from completing the C-Control app, thereby meaning that the Cyber-Controller would end up "act[ing] against the best interests of the Cyber-Ideal". When Osgood did eventually complete and download C-Control to all mobile phones across Earth, she believed that the Cyber-Ideal had been "upheld" by her actions. (AUDIO: Code Silver)
