Dead is Dead was a campaign begun by Ellis Hartley Monroe while the Earth was under the effect of the Miracle in 2011. The campaign was meant to persuade others that any Miracle-affected humans who had suffered an injury or medical condition such as they would have previously been considered dead, and be treated as such - having their possessions and any living rights revoked, and being isolated from the healthy living in containment facilities. Ostensibly, this was being used to combat the overpopulation and strain on the medical industry that the Miracle had brought about; however, it was said that Monroe, described as a small-town mayor connected to the Tea Party political movement, was using the Dead is Dead campaign to make a name for herself. (TV: Escape to LA)

Oswald Danes publicly opposed the Dead is Dead campaign, arguing in his hospital speech that "Life is Life" and saying in a later television interview that the phrase "Dead is Dead" was rude and distressing. (TV: Escape to LA)

Monroe was targeted by the Three Families as she was detracting from the attention on Oswald Danes, whom the families were manipulating into the public eye as part of their ongoing plan to reshape politics and economy. Her Dead is Dead campaign also threatened to reveal the actions of the Families ahead of schedule. Monroe was kidnapped, tied up inside her car, and put through a car compactor where she was crushed - conscious the entire time. (TV: Escape to LA) It was later mentioned that the Dead is Dead movement suffered after Monroe's disappearance; however, the ideals of Dead is Dead had already paved the way in public opinion for the creation of the categories of life and the medical overflow camps which sprang up as a result. (TV: The Categories of Life)

After death returned to the human race, Dead is Dead was rendered redundant. (TV: The Blood Line)
