Donald Shaw was an industrialist who planned to light Edinburgh with electric lights. He knew that Charlotte Pollard and Audacity Montague were intruding on his Saturnalia celebrations. He wanted to use an alien device to be the source of the power station and used the winter solstice to start it. The Eighth Doctor realised that that the demon was controlling him.
