Joe lived with his partner Caitlin Hirshman, who described him as a “schemer”. He sold things, mainly electronics, and kept all receipts and travel tickets in the spare room of his and Caitlin's apartment.
Joe was deliberately infected with the Kagawa Virus after straying onto the turf of Conlan & Co. Electronics, and supposedly died a short while later after swallowing his own tongue and suffocating. When Caitlin told Ianto Jones that anyone infected with the virus would be suffering, and that the kindest thing to do might be to kill them, Ianto asked her if she had killed Joe. Caitlin did not deny this, and instead closed her front door on Ianto. (PROSE: Virus)
