John Kelly was an American "cat burglar" and unwilling time-traveller, whose story became known to the Fourth Doctor as a "time tale".
Chased through Manhattan by a group of police officers, he found a hiding place in a museum. There, he was, to his horror, confronted by a living mummy, but it seemed sympathetic to him, offering him its sarcophagus as a hiding place. Though understandably hesitant, Kelly was finally convinced. As soon as he stepped through into the sarcophagus, he found himself transported back in time to ancient Egypt, where he was put to work as a slave working on the very pyramid from which the mummy had been unearthed in his home time, and he understood, to his horror, why the mummy had been so willing to "help" him. Like all other stories in the Dr. Who's Time Tales series, Kelly's story was an edited version of a preexisting, non-DWU-related American Marvel comic story, Man in the Mummy Case!, originally published in 1962 in Amazing Fantasy #15. In the original, however, the main character was named Rocco Rank, and the city in which the story takes place was not specified. As such, John Kelly as he appeared in Dr. Who's Time Tales can reasonably be considered a "DWU-original" character.
