Kane was an covert operatives Adjudicator. He was undercover investigating the Guild on Dramos. He was Nadia Chong's lover, and was overcome with grief when she was killed during a fight. He managed to recover and save the Sixth Doctor.
He had heard of the Doctor in family legends, but found him unlike what he expected from the stories his parents told. (PROSE: Burning Heart)
