Lionel Stabfield was a Voracian and the founder of I2. He had Voractyll created as part of his plan to take over the Earth. The plan was stopped by the Fourth Doctor and Sarah Jane Smith, and Stabfield was shot and killed when Hubway was attacked by the SAS. (PROSE: System Shock)
