The Monitors were the closest institution the Iyteans had to a police force. They used special stun weapons to peacefully subdue Iytean criminals; they caused a temporary sensory overload which would cause an Iytean to instinctively lose control of its current host and reveal its true appearance.
Three Monitors were the original crew of the Iytean starship which crashed on Earth around 3000 BC. However, they returned to Iytea in one of the smaller "lifeboat" crafts, with only the six criminals in stasis pods that they had been escorting back to Iytea being left buried there by the time the ship was uncovered in 1883.
