Professor Qualenawitvanastech was Chief of Multihistorical Research at the Celestial Intervention Agency. Unlike most Time Lords, he was an "interventionist" who believed there were times when his people needed to interfere in the wider universe, especially in the face of threats like the Daleks. After the Fourth Doctor was sent to interfere in the creation of the Daleks (TV: Genesis of the Daleks) by Deliavatsud in the year 101197 TL, Qualenawitvanastech was assigned to conduct a new survey of the Dalek situation, which he complied into The Dalek Problem. The findings of this Qualen Commission were also presented in 101209 TL at the First Clandestine Symposium to Consider Policy Regarding the Dalek Expansion, where he delivered an address entitled The Mechanical Marauders.
