The recall circuit was a component of a TARDIS, part of the space-time element.

The recall circuit enabled the High Council of the Time Lords to recall a TARDIS on Gallifrey and place it in any position.
According to the Fifth Doctor, until the presidency of Borusa, it had been used only twice in the history of the Time Lords. The third occurrence was the recall of the Doctor's TARDIS itself, summoned to deal with the second Omega crisis. The Doctor asked Damon to provide him another space-time element, preferably without a recall circuit. (TV: Arc of Infinity)
