According to the Dalek Combat Training Manual compiled by the Time Lords during the Time War, the Gallifreyans had done "meticulous research" into the Dalek conflict against the Space Security Service, mentioning that they had discovered how "a red Dalek leader" had served as a high-ranking officer during the campaign.
