Red Queen
The Red Queen was owner of the Contigency Club. She recruited the elite for her plans. She wanted to know about sports. The Red Queen realised that the Fifth Doctor and friends were alien to this time and asked Mr Peabody to find them. She was playing a game with her brother The Knave, who had bet her that she would be unable to take over Earth in the 1800s without the use of advanced technology. She found it interesting how much the British people liked games.
Despite the terms of her bet, the Red Queen had found a loophole by using her advanced knowledge to create the equivalent of futuristic technology using the resources available on Earth at this time. To this end, she planed to use explosives to bargain against Victoria to put herself in power, having created dynamite decades ahead of schedule, as well as an army of clones. She shot Peabody to show he wasn't part of her plans. She was defeated when Tegan's cassette player was activated in the Contingency Club's basement, triggering sensors installed by the Knave that identified it as advanced technology and assumed that the Queen had failed in her bet.
