Ross was a character on the television show Chums.
In the Tenth Doctor's fantasy of himself watching the show with Rose-the-cat, he claimed that he was "such a Ross". (COMIC: A Rose by Any Other Name)

As Chums is a parody of the TV show Friends, this would make Ross a stand-in for Ross Geller. Conversely, a later instalment of the "Rose-the-cat" saga would introduce a different Ross stand-in by the name of Russ.
