Samuel Lincoln was a 18th century human living in Woodwicke, New York.
When Roz Forrester was stranded in 1799 New York, she met Lincoln. Thinking he was Abraham Lincoln's father, she planned to assassinate him and cause a temporal paradox that would bring the Seventh Doctor there so she could be rescued. She was mistaken as to Samuel's identity, but the Doctor was able to locate her anyway. He arrived in the area and stopped her before she could kill the man.
