The Second Elder was part of the negotiations with the Time Lords. He was present when the Daleks arrived on the Sense Sphere and later told Susan Campbell of this. After seeing the Dalek-Sensorite parasite, he agreed that the Sensorites would become allies of the Time Lords. (AUDIO: Sphere of Influence)
