The Parallax was a location in the Beyond. Irving Braxiatel thought that it could stop the war as he thought it could write the Daleks out of existence and that they never had existed. This would also affect other planets they had invaded. It needed two Time Lords to activate. It was actually a gateway that an older Braxiatel used to escape to a universe where the Daleks never existed. (AUDIO: Beyond)
