General Timarov was a Russian soldier, and superior to Grigoriy Bugayev.
In 1969, after Bugayev had encountered Mutalith, he reported back to Timarov, stressing how their country was behind others in dealing with alien threats. Agreeing with this assessment, Timarov promoted Bugayev to major, and placed him in charge of the new taskforce. (PROSE: Blood of Atlantis)
