Truth or Consequences was a group of rebel Zygons, led by Bonnie, which opposed the ceasefire between humans and Zygons in the 21st century.
In the end, the Twelfth Doctor convinced Bonnie that it would be wrong to break the ceasefire, and she called for everyone to stand down. Ultimately, only Bonnie retained memory of the group's actions with the Doctor erasing the other Zygons' memories of their revolt. (TV: The Zygon Invasion, The Zygon Inversion)
