V23 was a Voc, and the personal robot of the Chief Fixer. It was more intelligent and creative than regular Vocs. Like SASV1, V23 could dream. It believed this was due to a fault in its programming. It eventually allied itself with Blayes. (AUDIO: Storm Mine)

In the stage play adaptation of Storm Mine, V23 was played by Morag Peacock.
