Shortly before the last war between the Thals and the humanoid Daleks broke out, Zolfian was the War Minister of the Daleks, able to order the construction of large weapons stocks. His authority could only be superseded by the supreme Dalek leader, Drenz, whom Zolfian assassinated to gain complete power and be able to continue his war. (COMIC: Genesis of Evil)

The psychoplasmic Golden City Zone within the Dalek Dome had an encased model of War Minister Zolfian, inscribed with the word "Insli", within the Corridor of Conquests. (COMIC: Liberation of the Daleks)
