Karde was the President of Vulpana.

Karde was the President of Vulpana. Known for his anti-Werewolf tendencies, he had annexed the planet's moon, Domusalba.
When Karde was to visit the moon, he sent his security forces ahead of him, enforcing martial law upon the lunar citizens, whereupon he would take control of the Psychic Circus.
Upon making planetfall, Karde met the Seventh Doctor and Mags only for the populace to rebel against him, the Doctor having sprayed a rebellion inducing perfume onto the people. As the citizenry denounced Karde, a werewolf descended upon him and killed him. The Doctor was confident that his successor would be a better leader. (COMIC: Hill of Beans)

As described by the Seventh Doctor, Cadre possessed a "callous disregard for the sanctity of life" and lacked common decency or indeed anything decent and right in the universe.
He was deeply racist, possessing a loathing for werewolves.
He was a very vain man, boasting about his high viewing figures and proved unable to grasp the idea of people not liking him. In the last moments of his life, he also displayed signs of entitlement, demanding that the people outraged by his policies apologise to him for their insults against him. (COMIC: Hill of Beans)
