This "insane Hyperspace Tyrant" was intended to be "Dalek Donka", a character featured in the unlicensed Doctor Who/Willy's Chocolate Experience parody video Pure Extermination. In the video, he was depicted via archival footage of the Gold Dalek in Day of the Daleks [+]Loading...["Day of the Daleks (TV story)"].
