An Independent was a member of the High Council that was politically unaffiliated with the President. President Niroc had about a dozen Independents on his High Council - Time Lords considered too old, weak or stupid to pose a threat to him - solely for the look of things. The Sixth and Eighth Doctors selected five of them for their Presidential Inquiry, including Engin. (PROSE: The Eight Doctors)
