Low Town, also called the Lower Len, (PROSE: Celestial Intervention - A Gallifreyan Noir) was a Gallifreyan shanty town that grew up around the columns that kept the Capitol dome stable. (PROSE: The Eight Doctors, The Infinity Doctors)

Low Town was inhabited by Gallifrey's poor, (PROSE: The Infinity Doctors) Shobogans, and Outsiders, one foot always reassuringly in Gallifrey's "Outlands." Many young, adventurous Time Lords, such as the young First Doctor and the Master, would sneak into Low Town's markets, taverns, (PROSE: The Eight Doctors) bars, and brothels. (PROSE: The Infinity Doctors) In turn, many brave or drunk Shobogans would sneak into the Capitol to alarm the Time Lords, before almost always being escorted to the Capitol's gaol by the Chancellery Guard. According to the Eighth Doctor, "The Golden Grockle" was the toughest tavern in Low Town. (PROSE: The Eight Doctors)

The people of Low Town called Time Lords "Timeys" and were extremely prejudiced against them. The Time Lords had very little care or concern towards the impoverished who lived in Low Town. (PROSE: The Eight Doctors, The Infinity Doctors) Former CIA agent Maris knew that the high born Time Lords of the Great Houses were more than able to share their resources with the poor in the Lower Len and actively chose to do nothing.
