Otak Lame was the chief negotiator of the Haldron who came to Paternoster Row to negotiate a peace treaty. He worried about the floral decorations on display. He told Vastra about a third intruder to their empire which were the Sontarans. He was very bureaucratic and wanted to do everything to the letter. (AUDIO: Dining with Death)
