Simon was created by Annette Billingsley as a main character in her thirty-two children's novel series The Troubleseekers. He was always trying to prove himself and therefore got into the most trouble.
In a world created by fictional books that Martha Jones had read, Simon was temporarily brought to life by a Ch'otterai. (PROSE: The Mystery of the Haunted Cottage)
