It has also has not been ever stated that a Time Lord always looks younger when they regenerate. After all the Fourth, Sixth, Seventh, and Eighth Doctors all appear to be the same age just after regenerating. In addition the Third Doctor looks a bit older than the Second Doctor as does the Ninth in comparison to the newly regenerated Eighth. Just because the last two regeneration have had the Doctor appear younger and younger does not mean that is the rule for regeneration, the only thing regeneration is said to do is rejuvenate(which is not the same thing as make younger, although presumably if a Time Lord were at the end of his regeneration when dying that would also be the case but the Doctor has always regenerated in rather violent manners.) Also in support of this is the fact that President Borusa in the Five Doctors is described as having recently regenerated and he appears to be quite old.
