::The TARDIS has defences of unknown type, which could certainly handle deflecting the bullets. The Roboforms have also been seen to miss their shot before, meaning the Empress may have overstated the quality of their marksmanship.

:::Well, the TARDIS has been shown not to defend against Dalek guns (Victory of the Daleks),  bullets (Doctor Who), arrows (The Shakespeare Code), or even graffiti artists (Aliens of London). There has rarely been any kind of special protective field exhibited by the TARDIS, except when specifically "switched on", as during The Parting of the Ways.  Thus, there is actually no good reason for the Roboform's targeting ineptitude here.

::::None of those weapons penetrated the TARDIS at those times. As for the defences, we know it has them, we just don't really have any clue what they are, if they work properly (very few systems in the TARDIS *do* seem to work consistently), or when they have been switched on/off.

::The Racnoss children aren't at the centre, they already began their ascent.
