::The TARDIS has a shield which protects travellers from bullets etc when outside of it. Given that the TARDIS was only partially materialized, it is likely that it considered the Doctor outside the TARDIS so put the shields up.

::The TARDIS has defences of unknown type, which could certainly handle deflecting the bullets. The Roboforms have also been seen to miss their shot before, meaning the Empress may have overstated the quality of their marksmanship.
:::Well, the TARDIS has been shown ''not'' to defend against Dalek guns (''[[Victory of the Daleks]]''),  bullets ([[Doctor Who (1996)|''Doctor Who'']]), arrows (''[[The Shakespeare Code]]''), or even graffiti artists (''[[Aliens of London]]''). There has rarely been any kind of special protective field exhibited by the TARDIS, except when specifically "switched on", as during ''[[The Parting of the Ways]]''.  Thus, there is actually no good reason for the Roboform's targeting ineptitude here.
