The war was fought across time, so there may not be any specific time that it started. Even without the time-lock, the Doctor can't go back to the time-war, because he has already been there and is "part of events." From what I gathered about it, what a time lock essentially did was completely remove whatever was inside it from time and space, it wasn't anywhere or anywhen. That's why Jack said in Bad Wold (?) that they vanished from space and time. The Doctor was the only one that "escaped" it after destroying the Daleks and Time Lords, but the lock stayed in place, keeping the two races inside.
