There isn't an episode that suggests that timelords can't reproduce, and the fact that they only have 12 regenerations, and didn't go extinct before the time war proves that they can reproduce. Even if they couldn't, that is not something that they would be worrying about during the timewar, since they could bring people back to life to fight in it anyway, without waiting for them to grow up.
