A Time Freeze was a method used to alter the flow of time.

The Vykoids used a Time Freeze that allowed them to move incredibly faster than any lifeforms around them. This helped them enslave any race. It slowed other races. To those affected by the device, the Vykoids moved and spoke faster. An unexpected side effect was memory problems for non-time travellers; the Doctor and Amy remembered what had happened, but the populace of Manhattan did not. (PROSE: The Forgotten Army)

Ruath created a Time Freeze on Earth so that it was always night, and vampires could go wherever they wished without fear of being harmed by the sun. It held a planet's rotation and local time in terms of its solar system on a second-long repetitive cycle, but not affecting time for the inhabitants. When the Freeze was broken, most of the vampires out in the open where destroyed when the sun reappeared. (PROSE: Goth Opera)
