Tough At The Top was a 21 comic printed in TV Century 21 in 1967.
The story crossed over with the Doctor Who universe, namely through the involvement of World President Nikita Bandranaik as a major character in the plot.

- Twenty One says that he plans to use brains instead of brawn to defeat SOFRAM.
- North America, South America, West Africa, Canada, the United States, Algeria, Libya, Nigeria, Morocco, the Sahara and the Pacific Ocean are locations marked on Twenty One's map.
- The leaders of SOFRAM meet in New York for a war council.
- S states that if Twenty One's plan succeeds it would take the Universal Secret Service many years to track down and rebuild new files on SOFRAM after the organisation reformed.
- The World President conspires to fake his own kidnapping from Unity City.
- The leaders of SOFRAM escape the USS in New York's underground rivers by using a helijet.
