Vernon Kell

Major-General Vernon Kell was a British Army general in the United Kingdom's Security Service prior to World War II.
In 1933, on the Seventh Doctor's recommendation, Kell wrote a letter to Edward Grainger offering him an unofficial position as an operative of the British government, to be made official once the war began, in recognition of his actions in Japanese-occupied Manchuria and Zhong Ma fortress.
